I don't know this site but I've read on another one that this site gives points/credits and you can use them to make publicity for your own sites.

For what I saw, it's like the sites PTC sites, we have a huge list with a credit that you'll receive, and then you can do the same, put your link in that list and you can choose how many you'll pay. There is another thing about programmes but I don't know what it is.
